The Inland Revenue Division distinguishes taxpayer identification from the PAYE number used for employers. Review your business structure and whether you are actually hiring employees.

Start with the BIR file number

The Inland Revenue Division uses BIR file numbers to identify individuals and businesses for tax-administration purposes. Its guidance lists individual income tax, company file numbers, PAYE numbers and VAT registration as different categories.

A business-name certificate issued by the Companies Registry is not a BIR number. If you have completed business registration, you still need to check which tax-file registration applies to the person or company operating the business.

Understand what PAYE is designed to do

PAYE is the employer tax arrangement used to remit income tax deducted from employees' pay. The relevant trigger concerns employing people and payroll, not the moment somebody pays a business-name reservation fee.

If you work alone as a new sole trader, ask IRD which tax-file registration you require. Do not assume you need every number listed online; equally, do not assume no tax obligations exist because you have not hired anyone.

Think ahead to your first employee

When you expect to begin paying employees, payroll planning should include the appropriate PAYE position, wage records and potential National Insurance employer registration. These duties arise through different public authorities.

Prepare a realistic first-hire date, decide who is responsible for payroll records, and keep the employees' identification details private. Seek professional tax guidance if your business structure or payments to directors make the employer position unclear.

Keep PAYE and VAT separate

A PAYE number is not a VAT registration certificate. VAT depends on its own legal tests and registration process, so a new business should not treat the terms as interchangeable or charge VAT without appropriate registration.

Use the current IRD guidance to determine what you need. Avoid relying on a previous business owner's registration checklist when that person's structure, earnings and staffing may have been completely different.

Prepare documents in the right order

First confirm how the business has been registered and collect the relevant identification and company records. Then check the IRD's current application pathway, including any use of e-TAX or TTBizLink depending on the type of number requested.

BizReg Consulting offers separate BIR and PAYE administrative support. Government registration and BizReg's professional assistance are different services, so request a clear scope and current quotation before instructing anybody.
