BIR number: the taxpayer identifier

The Inland Revenue Division describes the BIR Number as the identification number used by the Board of Inland Revenue in administering the tax laws. It must be quoted on tax returns, statements, tax-related documents and most communication with IRD.

IRD distinguishes several tax registrations under this system: an Individual Income Tax File Number, Company File Number, PAYE Number and VAT Registration.

Who needs a BIR file number

A Companies Registry certificate does not replace this. A sole trader can have a registered business name and still need the individual tax file process; a company is a separate legal person and needs the applicable company file number.

PAYE is triggered by employing people

The Ministry of Finance states that companies and sole traders that hire employees must obtain a PAYE number. The number is used to remit income tax withheld from employees under the Pay-As-You-Earn system.

That means a new sole trader with no employees should not treat PAYE as another label for the BIR number. When the business becomes an employer, PAYE and NIS should be prepared as part of the payroll setup.

Online routes depend on the type of registration

IRD currently says an individual can apply online for a BIR number through e-TAX. For Company File Number, PAYE and VAT registrations, the IRD page says online access is available where the applicant is already registered for TTBizLink through TTConnect.

Online availability and portal workflows can change. Use the current IRD page at the time of filing rather than an old screenshot or third-party checklist.

The Government registration service has no fee

What happens after PAYE registration
