At a glance

PAYE belongs to IRD and National Insurance to NIBTT. A completed application with one authority does not automatically finish the other.

Start with the real employment arrangement

Ask whether the business is beginning to employ a person, who the legal employer is, and when the first pay period begins. A registered sole trader and an incorporated company may have different identifiers.

Record the agreed work start date and compensation arrangements accurately. Payroll obligations depend on the legal facts, so consult a qualified adviser where an unusual arrangement or independent-contractor classification may apply.

PAYE is handled by the Inland Revenue Division

The IRD distinguishes the employer's PAYE number from individual and company BIR file numbers. PAYE is the route for administering income-tax deductions and remittances from employee earnings.

Check the IRD's current application requirements and filing access. A business name registered through CROS does not itself supply a PAYE number or prove that the employer has completed tax-registration responsibilities.

NIS is handled by NIBTT

National Insurance employer registration is a separate requirement with its own application and records. NIBTT identifies NI 1 as the employer registration form and explains timing for registration when the first covered employee or unpaid apprentice begins.

Check the employer and employee particulars, confirm any existing NIS numbers and obtain the appropriate forms. Keep evidence of the relevant submissions in the payroll file so they can be found if queried.

Build one controlled payroll information file

Maintain correct legal employer details, employee identification, hire dates, pay information and records of statutory deductions. Store sensitive personal information securely rather than sharing documents in an open social-media group.

Use a simple internal checklist with separate columns for IRD and NIBTT. That helps the owner see what has been requested, approved and still needs completion without mistaking one number for another.

Plan what happens after the initial forms

Tax remittances and National Insurance contributions require ongoing administration. Obtaining numbers is the setup stage, not proof that monthly payroll records and payments will be correct forever.

BizReg Consulting helps prepare applicable administrative registrations. Employers remain responsible for ongoing compliance and should obtain payroll or accounting advice where necessary.

Questions business owners ask

Will an NIS employer number cover PAYE?

No. The agencies and purposes differ.

Do I need to prepare both before the first payroll?

Check the applicable employer obligations early so both processes are addressed when required.

Can a company incorporation number replace these numbers?

No. A Registry company number is different from PAYE and NIS registrations.
